The Attorney position serves as an Assistant County Counselor I, acting with substantial discretion, and is responsible for providing non-standardized, complex legal service and counsel to Johnson County Government and its officials, and to the departments and agencies within Johnson County.
The duties of the position require frequent contact with County Executives and Elected officials, as well as community leaders and officials of State and Federal Government Agencies.
This position requires some experience and a desired expertise in local government law and municipal law matters, an in-depth interpretation of technical and detailed guidelines, laws and regulations, policies, and procedures, and an understanding of the operations of local government.
In addition, this position specifically includes representation of the following County Infrastructure agencies, departments, and offices:
Planning, Public Works, Contractor Licensing, Wastewater, Stormwater, Transportation, Facilities, Technology & Innovation, and Airport.
This position will remain open until filled.
Additional duties include:
Collaborates and maintains communication with Assistant County Counselors to achieve County-wide goals and objectives; assists in providing direction and legal counsel to assigned departments and agencies.
Proposes, drafts, and makes recommendations to County policy as it relates to assigned departments and agencies; proposes legal opinions and legislation.
Negotiates and handles real estate purchase and sale transactions and leases, including condemnations and right of ways.
Drafts and reviews land use regulations and enforcement, and review of contracts involving software, wastewater and stormwater.
Maintains required continuing legal education hours and pursues elective continuing education opportunities.
Job Requirements A Juris Doctorate and active Kansas License to practice law are required.
Legal qualifications and capabilities are important, but we also give high importance to professionalism, leadership, and commitment to public service.
A valid driver's license with an acceptable driving record is also required.
Applicants who are 3rd year law students at an ABA accredited law school or have a temporary Kansas license and will have a regular Kansas license to practice law within the next 90 days of taking the Kansas bar examination or application to the Kansas Supreme Court for a regular Kansas license are eligible to apply.
Johnson County Government requires reference/background screening for all positions.
Specified criteria may vary by Department/Agency.
Physical, Environmental, and Special Working Conditions:
All County employees may be called upon to assist other departments/agencies in a declared emergency situation.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
